Himachal Focuses on Skill Development, Entrepreneurship: Dharmani

Technical Education Minister Rajesh Dharmani on Sunday said that Himachal Pradesh is being developed as a major skill hub through multi-dimensional reforms in technical education and vocational training, with a focus on transforming youth into job creators rather than job seekers.

Chairing a review meeting of the Technical Education Department, Dharmani said the state government is working to strengthen the ecosystem for startups, micro and small enterprises, and innovation-driven entrepreneurship. He added that multiple initiatives are being implemented to provide platforms for young people to showcase their skills and ideas.

The Minister said that around 120 industry experts from the Industries Department will be engaged to mentor and guide trainees, helping them prepare for entrepreneurial opportunities. He also said that Artificial Intelligence and IT-based learning modules are being introduced to strengthen soft skills and improve employability in emerging sectors.

Emphasising rural development, Dharmani said the government is committed to boosting the rural economy, with several projects supported by ADB and other institutions. He noted that subjects such as horticulture, natural farming and dairy technology are being introduced in technical institutions in view of rising demand for skilled professionals in these areas.

He further said that collaboration with Krishi Vigyan Kendras and agricultural colleges will enhance practical exposure and hands-on learning for students.

Highlighting the role of Industrial Training Institutes (ITIs), the Minister said they are playing a key role in building a skilled workforce and contributing to local problem-solving. He cited the example of ITI Mandi, where trainees helped resolve street lighting issues under an MoU with the Municipal Corporation by installing 496 street lights in phases.

Dharmani said such initiatives not only benefit local communities but also enhance the practical experience and technical competence of trainees.

He also announced plans for establishing a Skill Academy and a Digital University in the state. In addition, technical institutions are being graded to improve quality standards, and the Technical Education Board has been directed to explore online examinations for recruitment-related competitions.

Later, the Minister held a virtual interaction with representatives of technical colleges and NIT Hamirpur, stressing that technical institutions have a crucial role in technology-driven growth and self-reliance.

He further emphasized that students and institutions should contribute to environmentally sustainable urban planning by preparing regional action plans for districts like Shimla, Kangra and Kullu, keeping the state’s geographical challenges in mind.
