Governor Calls for Responsive and Humane Administration

Governor Kavinder Gupta today interacted with 15 probationers of the Himachal Pradesh Administrative Services (HAS) Batch 2025 undergoing training at the Dr. Manmohan Singh Institute of Public Administration during a programme held at Lok Bhavan.

Addressing the trainee officers, the Governor stressed that civil servants must uphold the highest standards of integrity, dedication, and public service while ensuring efficient delivery of governance. He emphasized the need for transparency, accountability, and a strong people-centric approach, particularly for citizens in remote and underserved regions.

He underlined that effective implementation of government schemes requires a “saturation approach” so that benefits reach every eligible beneficiary. Calling upon the officers to act as agents of change, he said responsive and proactive administration is essential for improving the quality of life of citizens.

The Governor also highlighted the importance of innovation, technology-driven governance, and continuous capacity building to meet emerging challenges. Referring to issues such as drug abuse, climate change, and the promotion of organic farming, he called for awareness-driven and sustainable grassroots interventions.

Encouraging the young officers, he said Himachal Pradesh holds significant potential in sectors like agriculture, tourism, and sustainable development. He reminded them that civil servants must work with teamwork and a spirit of collective progress, guided by the principle that “together more can be achieved.”

Reiterating the vision of a developed and self-reliant India, the Governor said young officers will play a crucial role in shaping inclusive and sustainable development in the state. He urged them to remain connected with ground realities and always prioritize public interest in decision-making.

He expressed confidence that the trainee officers would serve with sincerity and dedication, thereby strengthening administrative efficiency and public trust, and extended his best wishes for their future careers.

Rupali Thakur briefed the Governor about the training programme, including field exposure, institutional learning, and practical experience gained through grassroots interactions.
