Nand Lal Sharma, Chairman & Managing Director of SJVN, revealed a pivotal development in the energy sector. The Central Electricity Authority (CEA), under the Ministry of Power, Government of India, has transferred approvals for Detailed Project Reports (DPRs) for two significant hydroelectric projects in Arunachal Pradesh. These include the 3097 MW Etalin HEP and the 680 MW Attunli HEP, now in favor of SJVN. Additionally, the validity of these approvals has been extended by the CEA.
Sharma highlighted that these projects were initially granted concurrences for M/s Etalin Hydro Electric Company Limited & M/s Attunli Hydro Electric Company Limited. The estimated project costs, as of March 2022, stand at Rs. 32,813 crores for Etalin HEP and Rs. 6,866 crores for Attunli HEP.
Under SJVN’s stewardship, these projects represent a significant stride in hydropower. The allocation of run-of-the-river scheme hydro projects, including the 3097 MW Etalin, 680 MW Attunli, 500 MW Emini, 420 MW Amulin, and 400 MW Mihumdon, is set to revolutionize the energy landscape. Etalin HEP, in particular, emerges as India’s largest hydro project under development.
The reallocation of these projects to SJVN by the Government of Arunachal Pradesh comes after the private developers faced challenges in project execution.
Sharma emphasized that the signing of a Memorandum of Agreement (MoA) between SJVN and the Government of Arunachal Pradesh, in the presence of Union Power Minister R.K Singh and Chief Minister Pema Khandu in August 2023, signifies a significant step in project execution.
The DPRs for these projects are undergoing revalidation by the CEA, and most statutory clearances are already secured. The anticipated power generation from Etalin HEP is 12,752 Million Units, and from Attunli HEP, it is 2,814 Million Units, with a levelized tariff of Rs. 4.51 per unit.
The construction of these projects involves an estimated investment of approximately Rs. 40,000 crores. Beyond power generation, the completion of these projects promises holistic socio-economic growth in Arunachal Pradesh, including enhanced infrastructure, healthcare services, skill development, and employment opportunities, ensuring sustainable development.
